During the royal address of 17th December 2004, the fifth king of Bhutan, His Majesty Jigme Khesar Namgyel Wangchuck outlined his intent to fulfill the visions of the Gross National Happiness plan as one his four main responsibilities as the King. He further went on to underline that the ultimate goal for social, economic and political change in Bhutan lay in the fulfillment of the goals set out in the Gross National Happiness Plan. His Majesty the King further went on the say that a GNH society means the creation of an enlightened society in which the ultimate aim of the government is to ensure the happiness and well-being of all people and sentient beings. His Majesty the King further emphasized the same at his Coronation Address on the 7th of November 2008:
The 4th King of Bhutan, His Majesty Jigme Singye Wangchuk, has advocated GNH ever since he assumed the throne in 1972. Happiness of the people was made the guiding goal of development in Bhutan. The phrase "Gross National Happiness is more important than Gross Domestic Product" was coined by the 4th King His Majesty Jigme Singye Wangchuck who is also the author and father of GNH. The fact that he regarded that the nations GDP needs to be channeled towards the happiness of the people in the 1970's and 1980's was quiet new to the world. Since then his vision of GNH has attracted attention and opinion from all around the world, and they have started to converge on happiness as a collective goal.
During the reign of the 4th King, the real road map for good development in relation to the laws and policies was laid down. He firmly believed that the happiness of the citizens is an indicator of good development and good society. He also believed in the role of legitimate public discussion and deliberation and public opinion in defining any goal including GNH, through democracy and enlightened citizenship. Hence the government introduced full parliamentary democracy in 2008. The constitution of the kingdom of Bhutan came into force in the year 2008 this beginning Bhutan's journey into a new era of happiness.
